Russia plans unified sick pay rules for multi-employer staff

Russia's Ministry of Labour and Social Fund are drafting unified sick-leave and maternity benefits for employees with several employers, calculated on aggregate earnings.

Russia's Ministry of Labour and Social Fund are drafting changes to sick-leave and maternity benefit calculations for employees holding several jobs. A unified benefit is planned, calculated on aggregate earnings with a higher payout cap.

Currently, benefits are tied to a single employer and capped accordingly, which reduces total payouts. The new approach aggregates the contribution base across all employers while preserving the cap for each employer; the employee does not lose income when holding several jobs.

The initiative is in early drafting; cost impact for the Social Fund budget is being modelled.
