The Russian government has backed a bill imposing fines for access to websites without authorisation, while requesting refinement of the penalty amounts.

The bill establishes liability for website owners failing to enforce mandatory authorisation or breaching the rules on recommendation technologies. The author of the amendments is MP Anton Gorelkin.

The 2023 authorisation law bars the use of foreign e-mail and allows verification via phone, Gosuslugi, biometrics or Russian-domiciled services.
