Russia weighs VAT hike from 20 % to 22 %

The Russian government is discussing raising the headline VAT rate from 20 % to 22 %. Socially significant goods will retain the reduced rate; the last VAT hike was in 2019.

The Russian government is discussing raising the headline VAT rate from 20 % to 22 %. The increase will not apply to socially significant goods, which will retain the existing reduced rate.

The last VAT increase was in 2019, from 18 % to 20 %. From January 2025, corporate profit tax was increased from 20 % to 25 %, and a progressive personal income tax scale of 13 % to 22 % was introduced.

The Ministry of Finance previously stated that no systemic tax changes were planned through 2028 because the 2025-2027 budget secures sustainable financing.
