Russia projects 2026 federal budget revenue at RUB 40.3 trillion and spending at RUB 44.1 trillion. By 2028, these figures will rise to RUB 45.9 trillion and RUB 49.4 trillion respectively.

The budget rests on a base-case macro forecast: GDP grows 1.3 % in 2026 and almost 7 % over three years.

Priority areas include demography; school and kindergarten modernisation (over RUB 400 billion); road infrastructure (RUB 4.6 trillion); utilities (RUB 182.3 billion); replacement of dilapidated housing (RUB 160 billion); urban and rural development (RUB 285 billion combined); and national technological leadership projects (RUB 1.9 trillion).

The document includes regional support measures and complies with the fiscal rule and a key rate of 12-13 %.
