Russia's regional pension spread tops 2x in H1 2025

The regional spread in Russian old-age pensions exceeded twofold in the first half of 2025, with averages of RUB 41,600 in Chukotka and RUB 19,400 in Kabardino-Balkaria.

The regional spread in old-age pensions in Russia exceeded twofold in the first half of 2025: RUB 41,600 in Chukotka against RUB 19,400 in Kabardino-Balkaria. The national average was about RUB 25,000. The gap reached a record since 2021 and rose 16 % year-on-year.

Pension differentiation reflects regional wage levels: salaries in the north are higher due to harsher working conditions.

In July, the average pension was RUB 25,098 – RUB 22,100 for working pensioners and RUB 25,800 for non-working ones.

The Social Fund may withhold up to 50 % of a pension for debts and up to 70 % for alimony, preserving the subsistence minimum for the recipient.
